What qualifies you for free or low-cost cell phone service under the Lifeline program?

Low-income households qualify for free phone service or low-cost cell phone service under the Lifeline program, or what used to be called the Obama Phone which was just another name for a free government cell phone. Lifeline is offered by several wireless carriers, (you can find a complete list of them on the Lifeline Support website), although none compare with Life Wireless.

What is the Federal Lifeline Assistance Program?

The Lifeline Assistance Program is one of the government's federal assistance programs. It was started in 1985 to provide low-income individuals with free cell phones and free service because having phone service is a necessity for emergency services like 911, staying in touch with your child's school, and being able to look for and find work.  

The Lifeline program/Lifeline service is administered by the Universal Service Administrative Company.

 What is the Federal Affordable Connectivity Program (ACP)?

During the pandemic, when people were working from home and children were being taught remotely, the Federal Communications Commission (FCC) expanded the Lifeline Program to provide more data and unlimited talk and text on the free phones being supplied.

This expansion of internet services is named the Affordable Connectivity Program (ACP).

Eligibility Requirements

Each state has different eligibility requirements for qualifying monthly telephone service /lifeline discount such as receiving government assistance or having a household income that is at or below the federal poverty level for the state in which you reside.

The standard eligibility programs that may be used as proof of subsidy include: Food Stamps / Supplemental Nutrition Assistance Program (SNAP), Section 8 Federal Public Housing Assistance (FPHA), Supplemental Security Income (SSI), Medicaid, The Veterans Pension or Survivors Pension, and income at or below 135% of Federal Poverty Guidelines.

If You Participate in Any of the Federal Assistance Programs Listed Here...

You meet the eligibility requirements to receive Life Wireless assistance.

  • Food Stamps or Supplemental Nutrition Assistance Program (SNAP)

  • Medicaid (not Medicare)

  • Supplemental Security Income (SSI)

  • Section 8 Federal Public Housing Assistance (FPHA)

  • Veteran's Pension or Survivor's Pension Benefit

Additionally, if you are a resident of any federally recognized Tribal lands, you may qualify to become lifeline subscribers under the following programs:

  • Food Distribution Program on Indian Reservations

  • Bureau of Indian Affairs General Assistance

  • Tribally Administered Temporary Assistance (TANF)

  • Head Start (if you meet the income-qualifying standards)

Completing the Life Wireless Application

When completing the Life Wireless application, be certain to have the items from this list that pertain to you on hand:

  • the prior year’s state, federal, or Tribal tax return,

  • a Social Security statement of benefits,

  • a Veterans Administration statement of benefits,

  • a retirement/pension statement of benefits,

  • an Unemployment/Workmen's Compensation statement of benefits,

  • Federal or Tribal notice letter of participation in General Assistance, or

  • a divorce decree, child support award, or other official document containing income information for at least three months’ time.

You will also need a photo ID that is issued by a United States federal, state, or local government or Tribal entity.

Work, college, union, bank account and student ID’s are not acceptable, nor are passports and ID’s issued by a consulate of a foreign country, i.e. Mexico “Matricula Consular”, Canada, etc.

Before You Submit Your Completed Application

Before you submit your completed application form for this free service, you will be required to attest that each of the following items are true by initialing each statement:

  • I meet the income-based or program-based eligibility criteria for receiving Lifeline service and have provided documentation of eligibility if required.

  • I will notify the Company within 30 days if for any reason I no longer satisfy the criteria for receiving Lifeline including, as relevant, if I no longer meet the income-based or program-based eligibility criteria, I begin receiving more than one Lifeline benefit, or another member of my household is receiving a Lifeline benefit. I understand that I may be subject to penalties if I fail to follow this requirement.

  • I am not listed as a dependent on another person’s tax return (unless over the age of 60).

  • The address I have provided is my primary residence, not a second home or business.

  • If I move to a new address, I will provide that new address to the Company; I will verify my temporary residential address every 90 days.

  • I acknowledge that providing false or fraudulent information to receive Lifeline benefits is punishable by law.

  • I acknowledge that I may be required to re-certify my continued eligibility for Life Wireless at any time, and my failure to re-certify as to my continued eligibility within 30 days will result in de- enrollment and the termination of my Life Wireless service.

Activating Your Life Wireless Service

Once your Life Wireless application is approved, and you must complete your activation by placing a call to the Activation Line (770-200-1000).

This call is free and does not reduce your minute balance. Plus, it takes less than one minute to complete!

Additional, important, details

Only one Lifeline benefit—either wireless or landline phone, home internet or cell phone data plan—is allowed per household.

To keep your account active, you need to use the service at least once during any 30-day period by:

  • calling someone,

  • answering a call from someone other than Life Wireless,

  • sending a text message,

  • using cellular data (again, by going on Facebook or Amazon, for example),

  • purchasing additional service from Life Wireless,

  • or by responding to a direct contact from Life Wireless confirming that you want to continue receiving service from Life Wireless.

Final note:

Should your service go unused for 30 days:

you will no longer be eligible for Lifeline benefits and your phone service may be suspended (allowing only 911 calls and calls to the Life Wireless's customer care center), and subject to a 15-day cure period during which you must use the service (as described above) in order to fully re-activate your lifeline service and keep your telephone number.

Customers will receive 150 GB of high-speed data in a monthly cycle. After 150 GB data is used, customers will receive unlimited data at up to 256 kbps until expiration of monthly plan. Hotspot data comes with a 50GB cap and is available only with a hotspot compatible device.

Promotional offer subject to eligibility for Affordable Connectivity Program (ACP). ACP provides non-transferrable discounts on monthly broadband Internet access service. An eligible household is limited to one monthly service discount.

Eligible consumers may get ACP service from Life Wireless or from any participating provider. Benefits may be transferred to another provider at any time.

In the event the FCC announces the end the ACP program or we end our promotional FREE ACP service offer, we will notify you and you will revert to receiving only the standard FREE California LifeLine plan if you are eligible, or you may keep your ACP service by paying the applicable undiscounted rate of $30 plus fees and taxes.

ACP and the Pilot are temporary programs. Service provided under the Life Wireless Pilot plans will end at the sooner of (a) June 8, 2025, or (b) the date that ACP concludes. Life Wireless will provide customers with 30 days’ notice of the Pilot’s end date, provided the FCC gives sufficient advance notice regarding the end of ACP.

Upon the end of the Pilot, all Life Wireless pilot customers will transition to the then-current California LifeLine plan that is free to the customer, which currently offers unlimited voice, unlimited text, and up to 10 GB of data per month, subject to customers’ choice of another plan.
